      Yeah, try the reset object cheat. Testingcheats true, then shift click them.

      So they aren't actually in the room you download. The windows only come with the actual apartment shell. @SamWitts2

      It does, but it means that I have to travel somewhere and back everytime one of these bugs occurs which sucks
