Is it normal to be sent household bills for a sim in student housing? I thought this was covered in the fees when you enrolled. The power has been cut off. 
I'm wondering if a household bill related mod I had installed is interfering..

I think mine has a bill too. I don’t know what creates it but I am not impressed!
Yes! It was 11,000 for me in my Laurel Estate Dormitory build! 
And that's with MC Command Center reducing the prices by 50%. The fees to attend the dormitory are already extortionate without me having to personally cover every student's power charges.
