The time of day does matter as a lot of new items are added all the time. So if you share a new item during prime time in say the U.S. you will be seen more in the top results of the new filter, than builds posted in prime time EU or Asia-Pacific.
My point really is that there are lots of factors, and they should be considered and more intelligent filters could be added that make a better job at finding items of note, irrespective of who posted them & at what time & all the other factors.
