Hey @SimGuruGrant, I'm thinking about creating a challenge, but I need to know something very important. Is it possible for the game to completely run out of townie sims, or will the game keep generating them to keep the background population at a certain level?
I think anyone can help you here. If you're not using mods, the game will keep generating sims to keep the world vibrant and alive.

That's pretty much what I figure, but I thought I'd ask someone who would have a definitive answer. Do you happen to know of a mod that will prevent the game from generating sims?

Not off hand and from what I hear from some mod authors, stopping it completely seems something some are cautious of. However with certain mods like MCCC + AKLSimmer's townie reducing, you can keep it to a minimum. As long as there's some for each role, it won't generate more.
