If you can see their tweets, no, they've not blocked you. Direct messages can only be sent between people who follow each other. So most likely they are simply not following you.

Yeah I thought so, but when I sent the tweet to my alt to see if I was blocked, it said “deleted tweet”, so I was probably blocked before they deleted it, and it just won’t reload cuz I’m blocked?
Well, I find that a bit confusing, so uhh... 
But basically, just on your account, if you click on them and they blocked you - you won't see *anything* except a message saying "You are blocked from following @ Username and viewing @ Username's Tweets."

Yep so not blocked. Their account is closed temporarily or permanently.
