    That happens when the Government prefers to communicate soundbites rather than clear thought out policy ideas. from and

    Enforcing the use or not of certain words and phrases is not a substitute for a clear and realistic message. And what I'm hearing in Brussels and from Member States is that they don't have a clear sense of the UK message.
