The Constitution requires the President deliver a State of the Union to Congress each year. (Article II, Section 3) Initially that was just a written document. I'd say that makes the copy the President hands to the Speaker an official document.
I'd say that ham sandwiches turn into polar bears dressed like NFL cheerleaders when nobody's looking. But I'd be so laughably wrong that it's more sensible to keep that idea to myself.
