        When it is printed out - it becomes a government document, Frank. Why don't you go to a government office, take a document and tear it up. Will they just shrug their shoulders and let you walk away, or call the police to arrest you?

        The Constitution requires the President deliver a State of the Union to Congress each year. (Article II, Section 3) Initially that was just a written document. I'd say that makes the copy the President hands to the Speaker an official document.
