Maybe the problem isn't whether good guys had guns and were willing to engage...maybe the problem is the shooter had a military grade weapon meant for war. Just a thought.

The weapon fires 1 bullet at a time per trigger pull. Just like every other weapon that isn't a fully automatic weapon.

The trigger on a typical 9mm is lighter and my experience more sensitive in comparison to AR-15, it's also easier to control. The key difference is bullets & capacity, to an experienced gunman most would say it's easier to change may for fast reload with a typical 9mm.

There is not a big difference in stopping power between most handgun rounds and a .223 round in close range actually in most cases a handgun is a better option because you can move more easily in tight spaces
