This is horrible - BUT - if you are a frequent flier, you will notice the vast number of “service” dogs that fly now. This too requires a hard look. Last flight I had - we had a dog fight as well as passengers who required moving because of allergies.

Beyond the contract of carriage, legal liability is limited to the cost of a new puppy. The law, wisely, disallows sentimental value for dogs. I’m guessing the family OD’d the hyper dog on tranquilizers before boarding.
