Now the st gov is going to tax others for the homeless that Obama to big to fail scam cost millions of jobs, got people kicked out of their homes, gave banks billions of dollars, and gave them those homes to resell. Where is the justice?

Tax and spend won't - and can't - solve homelessness. In fact, the reverse is more likely to be the case. I'm betting most of the cash raised by this tax will end up in the pockets of Dem-affiliated construction companies and the like, and that the bad smell in SF won't improve.
