That's not how any of this works. Drug companies can charge what they do because they often are the only source of the drug esp. on patent. Reformulate a patented drug, and it stays under patent. They can charge what they want.

When drug companies have to negotiate with Medicare and Medicaid, the prices can drop due to purchasing power. Individual insurers can't get that kind of reduction in prices, and individuals certainly can't.
