I think what happened is that the cashier scanned the first item, then hit the quantity+ button too many times too quickly. It's web based, and errored out because it got rate limited

The cashier then logged out and started a new transaction, but it won't let them scan in any of my items because there's still an incomplete ghost transaction in the system, and it has reserved all the items I was going to buy

So the second, non-broken transaction won't let them add any items to the order, because it thinks there's no available stock.
