OK it has some fancypancy text encoding. I'm only getting letters up through 122 ("z") but based on the output of TINKE, we should have a bunch of additional characters.pic.twitter.com/kPi0L5W0et
it uses some #-commands to change font color, but there doesn't seem to be any extended characters there.
I would document them but THIS IS TWITTER AND IT'S HARD BECAUSE THEY ALL TURN INTO HASHTAGS (AND WHO CARES ABOUT COLORS)
but they're # r (for red), # g (for green), and # w (for white). and the uppercase versions, too.
I wish I could find some words with accents in the script. you'd think there would be some, especially since there's a character who pretends to be alternatively spanish/french, but NOPE! no accents.
I guess I could go find the european rom and see if it uses the same text encoding method.

yeah, either it doesn't work in the US one, or there's two types of text encoding and I'm mixing them.
and I can't just switch to using the european version, because I can't inject text into it because it's compressed.
FUCK IT, NO ONE GETS ANY DAMN ACCENTED CHARACTERS we're going old school for now, 7-bit ASCII
