this happens because DOS only reserves driver letters A-E. If you want more than that, you have to reserve them by putting LASTDRIVE=LETTER (like LASTDRIVE=z) in config.sys

so on this system, I have two floppy drives, 3 hard drives, and I'm trying to load MSCDEX to get an F: for my CD-ROM which is too many for the default reservation.

the reason they don't just give you all 26 drive letters for "free" is because each one takes up some RAM for DOS to keep track of it. How much? 96 bytes.

so the difference between the default (which is effectively LASTDRIVE=E) and the maximum of LASTDRIVE=Z is almost 2 kilobytes of free memory!

Completely unrelated fun fact: Windows doesn't check that drive letters are in fact letters. You can `subst (: C:\Foo\Bar`, or you can `mountvol [: \\?\Volume{uuidhere}`, and indeed be able to access files under the [: drive afterwards
