All your quotes show is that they’re bad at planning and execution. Forecasts exist, and if anyone had bothered to look, they would have been able to tell that was an inappropriate day to try and set the wall. So, yeah, seems incompetent.

Wrong. The concrete had not fully set and because of that was unable to hold the wall panels up. The wall panels are able to withstand the wind. The panels were not braced well enough for that strong of wind before the concrete was fully set.

Basically, a simple think like securing against potential problems was not included on the overpriced plan? Gosh, I'm not a contractor, but when we built our chicken coop there was a possibility of rain and heavy winds in the forecast, so we made sure that everything was secured.
