Yes. In any payment system there is at some stage a transaction of ownership. Be it on chain, in an exchanges crypto/fiat in house ledger, or in an ACH. There are costs accured to transact in any medium.

In case of http://Purse.io , a person who has Amazon Gift cards wants to cash out. He doesn't have to make a Bitcoin transaction. A person who has bitcoins and wants to buy goods has to, but it's a different person. Jihan was talking from perspective of the former.

Wants to cash out to fiat or crypto? In either case a transaction is occurring, in a fiat ledger or on a chain. I'm not really understanding this/where Jihan is at fault here.

If someone sends Fiat->CB, buys BTC, profits on trade/hodl, then sells for Fiat, there is no tx fee, but there is fiat banking/exchange fees. All natures of movement are transactions, and all have attributed costs(fees). Should Jihan mine your tx for free because he can?
