Has anyone formally proposed or built a model for a block producers/miner to route tx fees back to originators? Even if feasible, why? Incentives beyond temporary vanity philanthropy/marketing? This is a weak shot at the most disruptive and least "full of shit" miner to date.

There’s nothing to propose. For most transactions it’s easy to find out who was the sender. Just send the fees back in a new transaction. When blocks are full, this isn’t feasible and it breaks the market too. But when they’re mostly empty they can be safely refunded

It's not easy to find out for most transactions. Given that a significant aspect of the crypto investors facilite custody through exchanges, this would require major in house solutions. Many don't (& shouldn't) reuse address space. This initiative has so many holes.
