Actually my new thing is that blocking is more polite. Because either way you can beat the system -- open the tweets in private mode or tweetdeck. But if muted, the victim might have no idea why no one is responding to them.
One idea i had for a social networking(dating) site was to mute accounts when they were found to be fake(such as sending the same message to 10 ppl - either they are unoriginal or fake). That way they dont know right away to create a new account
