    “in an effort to sanction Russia [bc of Syria], it appears that Congress set in motion a chain of events that sent taxpayer money to U.S. businesses to the detriment of Afghan security.” One of the difficult decisions that require a comprehensive approach to interventions.

    Mind-boggling: Afghans wanted Russian Mi-17 helicopters they knew well and could maintain themselves. Congress insisted on Blackhawks, forcing the Afghan Air Force to rely on US contractors for maintenance. Imagine what happened when the contractors left.
