Well, @Frable has IDed this thing. It is an Ophichthid eel called a tusky eel (Aplatophis chauliodus)

Nope, It's already a kind of eel according to teeth and jaw shape, but it's (Aplatophis zorro) which lives in between Panama/Cuba water.
