It’s a in-company fact that Black Library authors don’t get to choose to do a HH novel (especially now they’ve finished) and are instead selected. That’s why Horus Heresy isn’t a category option on the submissions page.
Is HH a closed IP? I thought that there were 54 out and more coming? Also, I wasn't sure whether this submission process was necessarily for novels. It seemed to me that "story" could also mean shorter works.

HH is a closed IP. The “Siege of Terra” series is what your thinking of and that’s also exclusive only to certain authors. Shorter stories work too but you can’t write a story that takes place in 30k hence why it’s not an option
