In this instance, it would not be effective to fight the fire with a helicopter due to the complex structure of the roof. Firefighters are able to direct water to where it can be most effective.

Is there anything you can do to limit oxygen? Since fire needs oxygen, trying to restrict it, if possible, would help.

Its a possible tactic in a compartment which can be sealed (ships hold, oven, mine etc) and the atmosphere modified but not practicable for open air environment. Eliminating the fuel is the other option which current tactics are doing.
