There’s a difference between billionaires and rich people. You don’t become a billionaire by working hard, you become one by exploiting everyone else. That’s the problem. They could still make tons of money with profit and pay their employees. Without a cap, they take advantage.

I'm not sure I understand the wealth tax. Most of Jeff Bezos wealth for example is stock in his company Amazon. He would have to sell stocks if he were to pay on his net worth. I could see a wealth tax on liquid assets, but net worth doesn't make sense to me.

Yeah. As a practical matter, wealth taxes are nearly impossible to manage. Real estate is the issue and appraisals are the sticking point. They sound great, though.
