@FinancialCmte Now I see. CBO score was before amdmt in Rules using Fed Rsv reserve monies as pay-for, same as in last House highway bill. -
@FinancialCmte Though it shld be noted CBO said that mechanism in the highway bill doesn't affect fiscal picture, as US wld get money anyway
