I'm not sure who's argument this supports more, but I feel like the biggest issue comes from how blockbusters are written. Often there are "action sequences" planned at certain points in a story long before the story is finished.

Instead of building a sequence that supports or spins out of the story, you often have scenes that are forced to lead you to the action. Or just dialogue and action scenes that are completely divorced from each other because blockbuster writing is typically so patchwork.
