Yes it's a weird direction. Like you say, in a narrative vacuum it almost is making the movie say "Sometimes the bad guy really IS right" which is insane.

There's something missing there in how it could have made a statement on what happens when the powerful people allow the most vulnerable to get crushed and what the horrible result of that could be.

Sort of a "Treaty of Versailles/Rise of Nazism" allegory. But there was none of that. It was just "He's Insane!" Which is so frustraingly inert for such an alive movie. Thank you for helping me contextualize that for myself.
