The frustrating thing is there's no reason for Moana to be a Chosen One. Even if she's a princess, her making decisions is what works.

I think Maui plays a part in this as well, at first rejecting his destiny whereas Moana never has the "refusing the call" moment.

Both of them use their agency in different ways and yes, Moana might use hers to reaffirm her destiny, but she still does it.
