The problem with Marvel is they force the writers to do all the MCU tie-in stuff, which takes space from things that could have made the movie better. This movie minimized the tie-in stuff as much as possible, but like you say a few beats still got lost in the shuffle.

But as far as your question, the thing Natasha can do at the end that she couldnt do at the beginning is choose to save an innocent even though it makes her mission harder. Whereas in the flashback she makes the exact opposite choice, on the same innocent even.
