yeah this is definitely what it is. the "and" is used when the credited writers worked on it independently and "&" is when it was a collaboration. still very weird, don't recall ever seeing a credit like that before
That second Chloe Zhao is from another universe, the screenplay is really based on her personal experiences.
Right: like all of her work she interjects the small personal stories with fiction. In this case her life as an Immortal from another dimension
I believe you often don't see it because in some circumstances the WGA allows the double-credited writer to collapse the credit, and thus only have their name appear once (which does not affect residuals, etc). Not sure of all the details about how that works, though.
