if studios really wanted to make movies right now they'd just need the entire cast and crew to commit to staying at a quarantine hotel for two weeks before and then throughout production, right? just quarantine everyone on set to a specific section of the studio lot? or no

Yeah - what would be wrong with that? Small price to pay to open up quarantine-safe productions again. Lord of the Rings did it.

You're also creating a big "pod" which is just as much of a problem. All it takes is one person to get infected through whatever tiny chance and it explodes from there because you have a close-knit system. It would absolutely need to be in a safe country.
