I thought what Anna wanted in the movie was pretty clear—she wanted to be a part of her sister's life. Until Elsa died, everything Anna did was to try to be with her. Maybe that's passive, but it felt honest to her character from the first movie.

A want has to be ingrained to something they don't actually have, tho. That's why the same want works so damn well in the first movie. It's active goal to be closer to her. Here it feels like "hanging on" but it's not dramatized as anything beyond lip service. hence my problem

Except Elsa keeps shutting her out every time the going gets tough. By all accounts Anna thinks she has it, but Elsa proves her wrong like three times in the movie.

This is not mere lip service: Elsa literally shoves Anna away and prevents her from staying by her side, which Anna has insisted on doing the whole time. And then Elsa dies, and it kills Anna, but she pulls herself through and finds she still has purpose beyond Elsa.
