It's definitely meant to hint that he's a possible pedophile, but it's vague enough that it's also open to other interpretations, which I think is the point. We know he's weird and sketchy, we just don't know exactly how and why, and to what degree

Sure, but I the joke only works because there is at least some ambiguity there. Hinting that he might be a pedophile is funny. If he's definitively a pedophile, then it's not as funny.
