He's constantly in scenes. Addressing dramatic characterization doesn't take anything extra. You do it within the story that you're telling. Not only do most movies do this, it's the very backbone of how and why we tell stories. That's not a wishlist.

It's a cast of like 50 people. He gets two scenes that are mostly exposition. Asking for an arc that would require the time and depth to not end up insulting anyone with mental illness just because you want a big narrative fist pump for your fave character is PRETTY wishlisty
