No, I'm arguing that just because it has one meaning to some people doesn't mean it has to have that meaning to everyone. And just because it looks like something racist from the past doesn't mean it is something racist in the present.

The developers did the bare minimum by avoiding racist caricatures. That's it. They kept racist themes (dangers of gambling and jazz music) and avoided depicting black musicians as black. It's not the same as dressing up in blackface, but it's still problematic.

You are actively saying that people have to engage in art the same way you choose to. This is not true. Nobody has to associate everything with whatever you choose to and it should be enough to know that their intent was purely for the aesthetic and not your racist connotation.
