I'm sure she's not perfect, but isn't this decision more likely to be informed by the fact that a hardline GOP holds the Senate? Any trial there would be even emptier than Kavanaugh's hearings were.

Exactly. And with that, it's ultimately not about projected effectiveness. This isn't some game of "only try if you can win." That's absurd. The house should 100% put it forward. Push. Push. Push. It's how the system feels pressure / changes, even when you don't win.

A failed impeachment cost the GOP in 1998. What good would pushing a doomed impeachment attempt make now? Trump could still be re-elected, and/since cheating works. Retaking the White House is the most important thing, the necessary next step to ending this rotten era.

You don't wanna debate, so I'm not gonna push you, but the Dems did win seats in the House in 1998, more than they did in 1996 (still not enough to offset 1994, but every little victory). And impeachment was absolutely a major influence on the outcome. But I'll leave here.
