NPC’s can have pretty robust scripts. Main deciding factor is where on the game map you’re allowed to go.

Those are just the dumb-NPCs that aren’t meant to be interacted with. Certainly a dead give-away but just a subset of all NPCs. These type of dumb-NPCs don’t give out quests or hints, don’t run inns or shops, mostly just used as filler to make the market seem more lively.
