Housing/displacement folks: when landlords use loud/drawn out renovations as a form of harassment, is there a more specific word for it?

I know, I thought of that but in my understanding renoviction refers to a more standard process of upgrading a unit to charge higher rent. I'm interested in the renovation process itself as a form of harassment (noise, dust, unusable room/common areas, etc.)
