And what are they thinking with those redactions? Blacking out the last part of his first name and the whole first name of another person whose last name and position are right there?

DC agency redaction practice is a hothouse of exotic arbitrariness. I’ve had agencies redact names of ppl directly involved in the subject of my FOIA request, but in the same bundle produce unredacted non-responsive email from ppl at the corresponding address in another quadrant.
