Apparently, they are drifting 'bags', rather than nets, a local fishing device, used to catch a variety of fish seedings. The upper end is open and the lower end is stitched. When the tide rises, fish and shrimp swim into the mouth of the net ... tokyofotoawards.jp/winners/social
