Taking that literally instead of in a Borgesian way, you might find the source in this article (i do not have access @ moment) jstor.org/stable/10.7560. The phrase is quoted in this book by Barbara Cassin & Borges & Oulipo are mentioned but I see no source

Thank you, Jessica! Yes, I saw this same quote in another Cassin's article, "Philosophising in Languages," (2010) also without source. This seems to tip the balance in favour of "fantasy"...
