It is certain that if all of the collateral is deployed, USDD will repeg in the short run - it's not like LUNA where there's not enough money in the books. USDC, BTC, and TRX are liquid enough. The question is, will all of it be deployed? (I think so, but it's not a given.)

“Collateral” should only be used to refer to coins where you can actually enforce the asset to protect your value. Having someone willing to deploy capital to defend a peg is just that, it can work, but it’s definitively not collateral

Justin controls almost all the USDD in circulation (and the only major offramp through Poloniex). This is not the same as LUNA/UST since there are no liquid ways to short USDD and there is no mint/burn mechanism.
