I think you should consider the context. They had $500M of budget given from the gov, and the proportion of improperly used fees were only 24K, which of course the gov withdrew. cmon, you wrote like he stole the whole proj budget..

TIPs is like a tech fund from the gov in S.Korea. I've been part of it (applied from a e-commerce startup). And if you have ever operated a small business, it's quite common to miss out on few documentations.(especially the ones regarding payment issues!)
