You are conflating the public validator announcement (20 minutes before the halt) with the internal decision (2 hours before the halt), it's a big difference
20 minutes is plenty of time to buy luna and stake it. There had been some previous discussion about halting and removing staking, so I knew it was coming and was constantly checking the discord. It's possible that many others were doing the same.
Not to mention, some people invested work and don’t just monitor their discord. Oh, and I like to sleep at night. Kinda important.
