So, if someone who knew about it profited from the halt, that's same as insider trading? One would probably just need to look at the wallets who benefited the most from the halt and their potential links to TFL. Just look for anything suspicious.
It wasn't necessarily TFL - odds are heavily against this - TFL lied about who knew, but the inside trader was probably someone else from this chat
