It's run by @asparagoid who seems fairly legitimate. But, again, you are to *delegate* LUNA - you're not sending funds anywhere or trusting them with your money. There is no risk to you, which is why I'm comfortable promoting it as a solution.

No. Binance may choose to create their own validator service, so that they can offer staking rewards through their exchange. In that case, Binance will make the choice of who to delegate to. If you want to make that choice, you have to withdraw
