Even if it’s Do’s wallet, I don’t see anything wrong with that. Dude has the right to vote and use the network.
But he explicitly says TFL does not vote, due to the massive conflict of interest involved with voting on his own proposal designed to enrich VCs and repay debts - trying to circumvent that using shadow wallets is messed up, to say the least.
He had announced long time ago that he does not own TFL coins, and they should be used just to develop the chain. also that he will build his own personal wallet. So voting to what he thinks is right is okay. You can find this in his tweets.
TFL did not vote... this is an individual, who it is, is not relevant. Of course, Do would vote WITH HIS OWN PRIVATE LUNA for what he believed the chain should do...
