Here is my prediction (not really a prediction, it's a certainty). The refund will indeed happen, and because of the huge number of < $0.01 dust UST balances on exchanges, Terra will announce something stupid & misleading like "we have made 97% of UST holders whole." Calling it!

If 5 billion UST gets into the snapshot (I don't know how many small wallets), the 70 million reserve balance will be far less than what could have been gained by selling UST on the exchange yesterday and today.
