Possibly - this would honestly be a super complex legal question and I wouldn't even know where to begin. Who would Citadel owe? Terra? UST victims? LUNA victims? For doing what? Was it really illegal?

I would say to UST holders as the attack started trying to depeg UST. But yeah it would be a super complex matter

There is nothing complex about it. The attack on the peg was, I feel, heartless, but not illegal in any way, unless the perpetrator acted on privileged information and had been prohibited to do so via business contracts of some kind.
