I would say wittingly destroying thousands of lives, no matter how 'exploitable' the attack vector, should carry at least some level of moral responsibility for both parties - but hey, ethics are subjective. (Actually, even the subjectivity of ethics is subjective.)

This is a slippery slope and you should consider how this conception of good and evil would apply to all other activities. Morality certainly has a subjective element but you are for a consequence-driven morality here which I am not sure is easily intellectually defensible.
