I was having a discussion about this, and it's a fascinating moral question. Do Kwon created a machine that would implode eventually if built up on a foundation of gross impropriety. The peg attacker kick-started the collapse and actively ruined lives, but sped up the process.
(The thought from @FreddieRaynolds that led me to ponder this: what if this attack happened five years from now, when the blowout would have been far bigger? To some extent, both parties are to blame for all of this, but who more? The attacker is morally bankrupt either way IMO.)

Very true - he telegraphed exactly what needed to be done to break the peg, and was warned multiple times
Devils advocate - If the attacker waited 5 years he/they would have ruined more lives - He did the community a favour by attacking now and not then?
